Dudley Conservation Commission Refers Repeat Wetlands Violator to State DEP

DUDLEY — May 13, 2026 — Dudley Conservation Commission clears backlog of wetlands permits and escalates a repeat violation to state regulators at May 13 meeting. The commission voted unanimously to issue a standard order of conditions to the Town of Dudley for the long-pending Tobin Farms Betterment Project, attaching seven special stormwater conditions drafted by commission consultant Matt Morrow, though one member abstained; it also approved a standard order for a retaining wall replacement at 65 Flaxfield Road for property owner Daniel Elkin. The commission issued negative determinations of applicability to MassDOT for a 2.5-mile Route 131 mill-and-overlay resurfacing project and to environmental firm Weston and Sampson for the hand-installation of three groundwater monitoring piezometers at the Dudley Landfill. A certificate of compliance for Ralph Corrala at 37 Lawrence Road was approved contingent on a Morrow site visit. The meeting's sharpest action came on 52 Center Road, where the commission unanimously authorized Morrow to refer property owner Gian Rennucci to DEP for independent enforcement after Rennucci failed to respond to a prior local enforcement order — a step Morrow noted will "cost him a lot more money than it will dealing with us."
